in a disaster, and in particular their assistance with medical/public
health/ EMS resources. Pandemic Influenza With the spread of H5N1 Avian Influenza in Southeast Asia, the CDC
and the WHO are stepping up their preparedness for a likely pandemic
outbreak. This session will discuss the issues unique to this particular
strain of influenza, and discuss community preparedness in the face
of a potential or actual community outbreak. Infection Control and
PPE as it relates to the flu will be covered. Hazardous Materials and Decontamination (HazMat/DCON) Hazardous materials including chemicals, nuclear waste, and explosives,
can be released accidentally or intentionally into the environment,
resulting in contamination, injury, and death to both primary victims
and emergency personnel. This presentation will outline the potential
hazards, as well as the steps to safely remove substances from exposed
persons while protecting both the environment and rescuers. Strategic National Stockpile (SNS) Deployment In 1999, the Centers for Disease Control and Prevention (CDC)
established the Strategic National Stockpile to provide an inventory of
medications and supplies that can be deployed in the event of a public
health emergency requiring rapid treatment of a large population. This
presentation outlines the critical role of medical and non-medical
volunteers in mass immunizations and dispensing of pharmaceuticals from
the SNS. Columbia/Boone County Community Disaster Plan Most persons are familiar with the concepts of emergency preparedness
within their own organizations and workplaces. In the event of a
disaster, however, it is critical to have an integrated community
response. This presentation will provide an overview of the local
medical/public health/EMS resources and outline their roles and
responsibilities in responding to incidents and hazards in Columbia and
Boone County. National Incident Management System (NIMS) In February 2003, President Bush directed the Secretary of Homeland
Security to develop and administer a National Incident Command System
(NIMS). The intent of the NIMS is to provide federal standards for
response that will be applicable to all domestic incidents and hazards,
regardless of size or complexity, and to facilitate coordination and
cooperation among all levels of government and emergency response
agencies. This presentation will discuss the concepts, principles,
and basic components of the National Incident Command System. Basic Incident
Command System/Incident Management System (ICS/IMS) The principles of the ICS/IMS were created in response
to a series of wildfires in Southern California in 1970, which brought
to light difficulties when emergency personnel from multiple jurisdictions
respond to the same event. The goal of ICS/IMS is to simplify communication,
establish clear lines of authority and command among multiple agencies,
and define roles and responsibilities of all disaster response participants.
This presentation will introduce the basic structure and principles
of the Incident Command and Incident Management System. National Incident Management System (NIMS)
